Is Ferrari opening a factory in England for its F1 team?

The Formula 1 world is buzzing again. It is said that Ferrari is considering establishing a "satellite base" in England, in addition to its Maranello factory.
These rumours were made even more apparent by comments made by 2016 world champion Nico Rosberg, speaking on Sky Sports' The F1 Show.
Nico Rosberg said that the organizational structure within Ferrari presents some difficulties, especially when compared to British-based teams, and said: “When I look at the internal workings of Ferrari, I realize that the standards there are at a level that cannot be compared to British teams.”
"Especially when compared to a team like Mercedes, the difference is very clear. This is not only technical, but also applies to different areas such as marketing."
Rosberg also spoke about the complexity of decision-making processes within the team.
“At Mercedes, when Lewis Hamilton had a problem, he would go straight to Toto Wolff. Because he is the only one in charge of everything in the team and decisions are made immediately. But at Ferrari, there are many decision-makers. Even Lewis doesn't know who to talk to. If you say something to one person, someone else might not like it. There are these structural problems.”
For these reasons, it is stated that Ferrari is considering the idea of establishing a base in England.
Rosberg also made the following statement on this subject: “There are some ideas being discussed in Maranello. I have heard that Ferrari is considering the possibility of establishing a branch in England, where the heart of Formula 1 beats. However, the most important issue in such a step will be how to effectively connect this base with the main center in Italy. It is not enough to just open a building in England. If the information and data there are not shared flawlessly with the main factory, this business will be meaningless.”
In fact, there are examples of this model. For example, the Haas F1 Team has its racing operations in Banbury, England, while its technical department is located at Ferrari’s headquarters in Maranello. Similarly, the Racing Bulls team has its technical department in England, but its headquarters are located in Italy.
