Electric car incentives: decree published. All the grants and how to get them.

ROME - The decree on incentives for the purchase of electric cars has been officially published in the Official Journal. It provides various measures for individuals and microbusinesses with bonuses of up to €11,000. The goal is to incentivize the replacement of obsolete internal combustion vehicles by scrapping vehicles up to Euro 5 standards and purchasing a completely new electric car by June 30, 2026.

An important new feature concerns booking management: each individual buyer will need to register on a digital platform currently being developed by Sogei on behalf of the Ministry of Economy. This platform will allow them to receive the discount directly at the time of purchase, eliminating the need to wait or request vouchers later.

For private individuals, the maximum contribution varies based on ISEE (Indicator of Economic Situation): with a value of up to €30,000, you can benefit from a discount of up to €11,000, while with an ISEE between €30,001 and €40,000, you can benefit from a discount of up to €9,000. The electric car purchased must have a maximum list price (excluding VAT) of €35,000 (equivalent to approximately €42,700 including VAT), and scrapping the vehicle will be mandatory.

For microbusinesses, the incentive is structured differently. They will be eligible for a bonus equal to 30% of the purchase price of a category N1 or N2 electric commercial vehicle (light or medium vans), up to a maximum of €20,000. In this case, too, they will be required to scrap a vehicle with an engine up to Euro 5. Microbusinesses will also be able to benefit from a bonus for up to two vehicles and must have their registered office in functional urban areas.

Another essential requirement is residence or registered office, which must be located in a "functional urban zone" (FUA) defined by ISTAT (Italian National Institute of Statistics). These are cities with a minimum of 50,000 inhabitants plus the corresponding commuting area. The official list of these zones is available on the ISTAT website. Only residents or businesses operating in these areas can apply for this incentive, which will go into effect as soon as the digital platform is launched, expected by the end of the month or in October at the latest.

Finally, the decree provides that a person can request the bonus for themselves or for another adult member of the same ISEE household. In the case of microbusinesses, the vehicle to be scrapped must have been registered to the company for at least six months at the time of the request.
