Ciudad Real's curious LEZ: no restrictions for unmarked cars

The Ciudad Real Low Emission Zone, known as the Ciudad Real Healthy Zone (ZCRS), is scheduled to open before the end of 2025. This LEZ will include only pedestrian streets in the city center for the time being, but will initially allow unmarked vehicle access.
Likewise, according to La Tribuna de Ciudad Real , the ZBE of the city of La Mancha will only apply traffic restrictions for the time being in cases with episodes of high air pollution levels .
Once it comes into effect, the Ciudad Real Healthy Zone will not impose access restrictions on vehicles not entitled to a DGT sticker , except in cases where air pollution is at high levels.
However, the La Mancha city council plans to expand the LEZ in the coming years and also increase restrictions on unmarked vehicles. However, residents and neighbors will need permission to enter the LEZ upon authorization . Ultimately, we'll first have to wait for the date on which the Ciudad Real City Council activates the LEZ .
Cities in Castilla-La Mancha that must have a LEZ
Specifically, in the La Mancha region, all municipalities with more than 50,000 inhabitants should already have a Low Emission Zone (LEZ) that restricts access to the most polluting vehicles. These cities are Albacete, Cuenca, Guadalajara, Talavera de la Reina, and Toledo . However, as of June 2025, none of these cities have activated their LEZs .
For now, Guadalajara is the only one that has set an effective date of October 1st of this year . The rest are still debating their Low Emission Zone ordinances in the city council or in public consultation. However, all of them are expected to have a Low Emission Zone by 2026.
