14,000 vehicles are on sale! A regulation that will generate 50 billion lira is in effect.

This will pave the way for the rapid sale of vehicles waiting in trustee parking lots, thus contributing to the economy of these vehicles, which are estimated to number 14,000.
With the regulation made within the scope of the 9th Judicial Package, the sales procedures of vehicles in trustee car parks that were detained and banned from traffic and not returned or searched by their owners within 6 months were regulated.
The Ministry of Environment, Urbanization and Climate Change also published a circular on the subject, accelerating the sales process.
The communiqué establishes the principles for the sale of these vehicles. Accordingly, owners of vehicles banned from traffic will be notified by the central and provincial traffic units of the General Directorate of Security and the General Command of Gendarmerie. Vehicles not returned or searched for within six months of their date of being banned will be sold by the provincial directorates of environment, urban planning, and climate change in the provinces and by the directorates of national real estate in the districts.
Before the sale, vehicle owners whose addresses are known will be notified that these vehicles will be sold.
Vehicles determined to be scrap as a result of a report prepared by the assigned mechanical engineers will be sold to companies licensed under the Environmental Permit and License Regulation by bargaining method for a price not lower than that determined by the Ministry of Industry and Technology.
Vehicles determined not to be scrap based on a report will be sold by the administration. A sales document will be issued for each vehicle sold, including the vehicle's technical specifications, make, model, type, color, engine and chassis number, as well as the customer's identification and address.
WARNINGS ON VEHICLES WILL BE REMOVEDAny stipulations such as "unsaleable, non-transferable, lien, provisional lien, or lien" on vehicles sold will be removed. Any outstanding debts, such as taxes, fines, or premiums, will be transferred to the previous owner, and ownership of the vehicle will pass to the new owner, free and clear of all debts and encumbrances.
If the amount owed is met, the proceeds will be distributed to the beneficiaries. If there is a remaining balance, the vehicle owner will be notified and informed that the amount will be paid upon application within one month.
50 BILLION LIRA REVENUE FROM 14,000 VEHICLESRasim Uluç, President of the Ankara Trustee, Parking Lot and Towing Enterprises Association, stated that the vehicles in the trustee parking lots are ownerless and involved in accidents, and that they cannot be sold within six months due to seizure, lien and mortgage situations.
Uluç explained that these vehicles sit idle in parking lots for years. "With this regulation, even if there are any liens, pledges, or mortgages on them, they will be sold to their new owners free of these liens. Vehicles without warrants and those that have been sitting in parking lots for six months will be sold quickly. We anticipate that there are 14,000 such vehicles across Turkey, and their sale will generate approximately 50 billion lira in revenue. After the vehicles are sold, the government will collect the motor vehicle tax. In other words, the revenue from the sale will be transferred to tax, parking, and escrow accounts and then transferred to the vehicle owner. If no one collects the money from this account within five years, this amount is automatically recorded as 'revenue' in the treasury," he said.
Uluç stated that these vehicles are mostly purchased by scrap dealers and added:
All materials in a car, except the seats, are recycled. The engine block, copper wires, and glass can be reused. These vehicles can be recycled and reintroduced to the economy. We will no longer have to import scrap vehicles from abroad to meet the industry's raw material needs. With this regulation, not only will the economy, industry, the public, consumers, and the environment benefit, but the vehicle owner will be able to get rid of their vehicle as quickly as possible.
