This measure is inspired by European HOV lane policies and would help reduce traffic in already congested Spanish cities. For now, the measure is under review, although it is worth considering the cities where it would be implemented, if approved.
The cities where this measure would be implemented would be those that are overwhelmed by traffic. That is, cities like Madrid, Barcelona, Valencia, and Seville . However, it should be noted that, in principle, the DGT could only regulate access to these cities, but could not prohibit the use of only one person per vehicle in urban centers.
The reason behind this is that city mobility depends on municipal ordinances , which regulate traffic restrictions. For the ban to become widespread, city councils must have a legal framework to support the Traffic Department's decision, just as is already the case with the low-emission zones required for municipalities with more than 50,000 inhabitants.
This isn't the only measure the DGT is considering.
