Exceptions to entering the Lleida Low Emissions Zone without a DGT sticker

Like the rest of the cities in Spain with more than 50,000 inhabitants, Lleida also has a Low Emissions Zone that will start its first phase on July 1 , date from which cars without the right to a DGT environmental label will not be able to access it .
On the other hand, the LSE in the city of Segre will only be active from Monday to Friday between 8:00 a.m. and 8:00 p.m. , so vehicles without a badge will be able to enter the rest of the time. In addition, the Lleida City Council has established a series of exemptions for resistant vehicles in the city and temporary access for cars without a badge, so that these also access the Low Emission Zone.
Firstly, the Paeria indicates that all vehicles not entitled to a DGT sticker that pay the Motor Vehicle Tax in the capital of Lleida can enter the Low Emissions Zone without restrictions .
City council regulations also specify that vehicles belonging to low-income people , vehicles used for transporting people with reduced mobility, or special vehicles are permitted to enter the Lleida City Council 's LBE (ZBE). Finally, vehicles using private garages within the LLEIDA City Council (LLEIDA) , including historic vehicles and commercial vehicles, may apply for municipal exemptions available on the Lleida City Council website .
Where is the Lleida LBE located?
The first Low Emission Zone, which will begin operating on July 1 , is bordered by Rambla Ferran, Avenida Francesc Macià, Av. Cataluña, Rambla de Aragón, Av. De Balmes, Av. Prat de la Riba and C/ Príncipe de Viana.
Ultimately, this first phase is limited solely to the historic center of Lleida, which represents approximately 10% of Lleida's residential land. The second phase will begin in 2028, expanding the LEZ to several surrounding neighborhoods , including Noguerola, Clot, Zona Alta, Universitat, Escorxador, and Institut-Sant Ignasi.
How will access be controlled? So far, Lleida City Council has set up 10 checkpoints at the entrances to the Low Emission Zone, equipped with 23 surveillance cameras. They have also installed 4 additional cameras within the LEZ and approximately 5 emission sensors .
On the other hand, park-and-ride parking has also been set up at the city entrances to facilitate connections to public transport.
