The exact date on which Zaragoza will fine unmarked cars for entering its LEZ

Zaragoza established its Low Emissions Zone on September 11, 2024 , thus complying with the Climate Change Law that requires municipalities with more than 50,000 inhabitants to have a space in which the circulation of the most polluting vehicles is restricted .
In the case of the LEZ (Low-Level Zone) in the Aragonese capital, it should be noted that its implementation is divided into several phases, with the primary objective of providing informational warnings to the public. Currently, Zaragoza City Council has implemented Phase 2 since March , during which time Local Police officers issue "informational fines." However, starting with the next phase, the Zaragoza City Council will begin issuing the first fines for unauthorized entry into the LEZ.
When will they start penalizing cars without stickers?According to the Heraldo de Aragón , the Local Police will be able to file their first reports from Friday, December 12, 2025 , since, from that date on, they will have access to the registry of information on drivers who comply with the exceptions to the regulations .
Specifically, the start of the sanctions for driving a car without a DGT sticker will come three months earlier than planned in the implementation phases of the ZBE (Low-Level Zone) , due to the fact that Zaragoza City Council has joined the new call for public transport aid from the Central Government.
What exception will allow unlabeled access to the Zaragoza LEZ?
Zaragoza City Council includes in its Low Emission Zone (LEZ) Ordinance a specific measure related to vehicles that enter the road by mistake without a permit , that is, without a DGT sticker.
In these cases, the control system must allow a 10-minute window for vehicles to leave the zone without being penalized. In addition, a smart camera system will be implemented that can read license plates and, using a database, immediately verify whether the vehicle has the DGT environmental label or the necessary authorization to circulate in the LEZ.
What two areas is the Zaragoza LEZ divided into? The first of these corresponds to the ZBE of the Historic Centre (already in operation), which is limited by the Echegaray y Caballero promenade, San Vicente de Paúl street, Coso street, Plaza de España, Conde Aranda street, Mayoral street, Plaza de Santo Domingo and Ramón Celma street, which connects again with Echegaray.
On the other hand , the LEZ of the Center would cover the interior of the perimeter delimited by the Echegaray y Caballero promenade, Coso street, Alonso V street, Asalto street, Mina promenade, Constitución street, Paraíso Square, Pamplona street, María Agustín street, Europa Square and, again, Echegaray y Caballero.
